Previously, she was chief of staff for the First Lady of the United States, Dr. Jill Biden, ambassador of the United States to Uruguay from 2012 to 2014, and was a partner at law firm Winston & Strawn in New York. A native of the Dominican Republic, Reynoso immigrated to the United States in 1982. During her tenure at the US Department of State, she served as deputy assistant secretary of state for Central American, Caribbean and Cuban Affairs. Before that, Reynoso practiced at a major international law firm, where she specialized in antitrust law, international commercial arbitration, and international investment arbitration. She has extensive policy and legal experience throughout Latin America, engaging both as a lawyer in private practice and as a senior US diplomat.

    Reynoso has received numerous awards and recognition, including Young Global Leader by the World Economic Forum, Order of the Quetzal from Guatemala, and Order of Del Valle from Honduras.
